SharePoint 2010 Secure Store Service: Access is denied

After installing SharePoint 2010 Service Pack 2 I now get the following message when I try to manage the Secure Store Service.

"The Secure Store Service application Secure Store Service is not accessible. The full exception text is: Access is denied."

I have checked the Permissions and I'm an Administrator, but still get the message. Any ideas?
