Definition of a security scope

I am trying to understand the definition of a Security Scope as identified on the Software Boundaries and Limits page here:SharePoint 2010 Software Boundaries and Limits

There is a limit of 1,000 Security scopes per list.

However, what I need to understand is does this mean a set/combination of unique permissions or each individual permission set on a folder or item within a list.  So if we have thousands upon thousands of folders in our Document Library, however, but only have 35 different permutations of unique permissions.  That is to say, we may have hundreds or thousands of folders which fall into 1 of 35 different permutations of permissions.  We will be securing items at the folder level with one of these 35 different combinations of security permissions. 

Therefore, is the Security Scope defined by the different combinations of permissions equal to 35 or is it defined by EVERY SINGLE FOLDER that has been assigned one of these security permission combinations (which breaks inheritance and becomes a unique permission from one of the 35 combinations)?
