Web Database site creation in SharePoint 2010 does not complete unless logged in as the Farm Account

The title pretty much explains it. The issue I am running into is I am trying to deploy an Access Web Database site but the creation process never seems to complete. I tried using both the Assets and Issues Tracking Web Database template, both of them create the site but it continually says processing after that. If I log into the site with the SharePoint Farm Account then the process completes and I am able to use the site. What could I be missing that prevents my account from fully creating the Web Database site?

In the ULS logs I see this:

But I am unable to determine what exactly needs to be fixed. There are no SQL login errors in SQL or on the SharePoint servers.
