"Attach" Content Database from different Web Application to new Site Collection

Hi,

I have two Web Applications in one Farm. I want to create a new Site Collection in Web App 1 and attach the Content Database in Web App 2 to this new Site Collection. How do I do this without taking a backup of the Content Database I want to move?
