Delete Usage logs in SharePoint 2010

In my sharepoint farm today i saw error "Trace Management Service unable to delete file " path to usage logs" Error: 00000020. It was trying to delete the old log files but for some reason failing to do it. I tried to delete it manually but it gives me error file is being used by sharepoint timer service. How to delete these log files manually or which timer service do i need to fire up manually to check if the permission settings i have set is actually deleting it . Also where can i set up the frequeancy to delete these files more often . Right now its set to 14 days. I have set up usage definition to retain data for 7 days but logs stay for 14 days. Any way to update this.
