Sharepoint 2010 is unavailable from time to time with ULS: OWSTIMER.EXE IOException in RefreshCache. The process cannot access the file cache.ini

Sharepoint 2010 farm + Project Server 2010

SP1

Form time to time the entire farm becomes unavailable from the browser with the following error in ULS log while opening a site:

OWSTIMER.EXE

High    

IOException in RefreshCache. Try # 0. Retrying. Exception message :The process cannot access the file 'C:\ProgramData\Microsoft\SharePoint\Config\2b23c486-9d70-4a16-a0f4-fce687730332\cache.ini' because it is being used by another process.

The problem is similar to http://social.technet.microsoft.com/Forums/br/sharepoint2010setup/thread/1ec0483b-3ccd-4fc1-be1c-265b222f6829 with the same availability symptoms.
