userAccountControl=514 - is this different in SharePoint 2010 when compared to MOSS 2007?

In MOSS 2007 site - User Profile Services - there is a rule that excludes any entries which have userAccountControl=514.

I have upgraded the site to SP 2010 and can I just create an exclusion rule where userAccountControl is NOT equal to 514?

Or there is more to it?
